List the assignment exception queue

Returns the tenant’s exception cases, newest first. A case is opened when the cession flow must not decide by itself: a receivable this fund has now cut as many times as its configuration allows (repeated_cut), a second and different return file over a set that already accepted one (remessa_conflict), or a return file refusing a receivable the set does not carry (remessa_divergence). Every filter is optional and narrows.
