Returns the STR operating grade of one day (dtRef, today by default). Lerian SPB asks the STR for it with STR0001 at 04:00 Brasília on each weekday and applies on top every GEN0021 (“GEN avisa alteração de horários”) announced for that day. Per grade code, a GEN0021 window wins, else the STR’s eventual grade, else its standard grade placed on dtRef. An empty list means Lerian SPB holds no grade for the day: the STR has not answered, or no one asked for that day.
