Close an infraction report

Closes an ACKNOWLEDGED infraction report with the reporter verdict (AGREED or DISAGREED) and changes its status to CLOSED. DISAGREED attempts to release all PENDING balance blocks; failure to release an individual block does not fail the close. AGREED leaves the blocks unchanged. fraudType is required when analysisResult is AGREED, and analysisDetails is required when fraudType is OTHER. Any pre-state other than ACKNOWLEDGED returns 409. Reusing the original X-Idempotency header returns the first attempt response instead of re-evaluating the current state. The report must belong to the authenticated organization, otherwise 404 is returned. When BACEN has not resolved the request yet, the operation answers 409 / PIX-0118; errors[] carries operationId and operationStatus when the provider sent valid values. The report keeps its current status until BACEN’s change arrives. Its PENDING balance blocks stay held while the outcome is pending. The replay gate stores no pending answer, so a retry under the same X-Idempotency runs the operation again: read the report instead. An AGREED close that arrives through the provider carries no fraudType, because BACEN’s report does not publish it.
