Dispatches a manual inbound poll for the inbound source config. Accepts an optional X-Idempotency header for 30s dedup; a within-window repeat replays the prior outcome without re-dispatching. Documented status is 202 Accepted; the runtime status is dynamic per outcome (200/409/503).
