Generar BR Code

Prerrequisito: para un QR dinámico, la cobranza cob/cobv debe crearse primero (consulta putCob, putCobV) — el payload se vincula a ella mediante txid/locator. Genera un nuevo payload de BR Code (código QR) siguiendo el estándar EMV QRCPS-MPM.
