Records an operator recovery action on a reconciliation case. Valid actions are ACKNOWLEDGE, RESOLVE, DISMISS, INVESTIGATE. Terminal cases (RESOLVED / DISMISSED) reject further actions with SPB-3007 / HTTP 409.
