Submits a GEN0019 “Participante informa atualização de responsáveis” announcement to BACEN, declaring the participant’s complete responsável roster. FULL-REPLACEMENT: the body carries the entire set (1..100 responsáveis), never a partial update. The submission is persisted with status SUBMITTED before dispatch; BACEN’s GEN0019R1 acknowledgment confirms it via NUOp correlation. Idempotent — replaying the same X-Idempotency key with the same body returns the cached response.
