Validates and replaces the alçada band table and per-message-type signature requirements. Validation failure returns HTTP 400 (SPB-0003). On success the classifier hot-reloads with no restart, so newly parked emissions immediately reflect the new requiredSignatures. SPB-only (SPI has no alçada engine). This replaces a rule table, never a balance.
