Trigger a credit-dispatch catch-up drain

Drains the QUEUED credit backlog once for the request tenant, the same work the schedule worker runs. RBAC: connectivity:admin. Window-gated internally: outside the credit window it is a no-op that still returns 202. OUTBOUND (transmits to Núclea): serialized per tenant with the schedule worker via a shared drain lock — 409 on contention, 503 when the lock backend is unavailable (never transmits unlocked).
