Re-queue a stuck operation

Re-admits an operation stuck in CREATED into the dispatch queue via a WINDOW_ASSIGNED transition, emitting operation.queued. A non-CREATED state returns 409 INVALID_STATE_TRANSITION with currentState and allowedStates.
