Reprocesar retornos pendientes de un participante

Ejecuta el pipeline ProcessReturn una vez para un único participante (sondeo PRO/RET → correlación → transición), el mismo trabajo por participante que ejecuta el sondeo de retornos. RBAC: connectivity:admin. El ISPB del participante es un selector de RECURSO en la ruta; el tenant SIEMPRE se toma del contexto validado de la solicitud, nunca de la ruta. ENTRANTE y NO restringido por ventana; ejecuta el pipeline idempotente ProcessReturn, por lo que corre sin lock.
