Listar avisos GEN entrantes

Devuelve el registro durable y consultable de avisos entrantes de la familia GEN (GEN0001 eco de conectividad, GEN0004 error de transmisión, GEN0005 aviso administrativo) recibidos de BACEN. Cada aviso lleva los campos oficiales saneados de forma literal, nunca un eco de trama cruda. Más recientes primero; opcionalmente filtra por noticeType o por el senderIspb del participante que anuncia.
