Reemplazar la configuración de gobernanza de alçada

Valida y reemplaza la tabla de bandas de alçada y los requisitos de firma por tipo de mensaje. Un fallo de validación devuelve HTTP 400 (SPB-0003). Al tener éxito, el clasificador se recarga en caliente sin reinicio, de modo que las emisiones recién retenidas reflejan de inmediato los nuevos requiredSignatures. Solo SPB (SPI no tiene motor de alçada). Reemplaza una tabla de reglas, nunca un saldo.
