Validates and replaces the alçada band table + per-message-type signature requirements. Validation failure → HTTP 422 (SPB-0003). On success the classifier hot-reloads with no restart, so newly-parked emissions immediately reflect the new requiredSignatures. SPB-only (SPI has no alçada engine). This replaces a rule table, never a balance.
